No wall, fence, or opaque hedge or screening material shall be placed or erected within an area, which would restrict the sight distance for vehicular traffic in the public right-ofway. A decorative wall or barrier may be required along property lines, which lie immediately adjacent to any residential zone. The Planning Commission shall determine dimensions, type, and height of such walls.
