No lot or parcel may be filled, excavated, graded, or otherwise disturbed without an excavation or building permit issued by Bountiful City, except for the following: A. Soil disturbance that occurs during the natural course of bona fide agricultural
production. B. Landscaping that involves the disturbance of a total of ten (10) cubic yards of material or
less.
