A. The Planning Commission shall review the proposed architectural and site plan application to verify that it complies with applicable sections of this Title. The Planning Commission shall forward a recommendation to the City Council to approve, approve with conditions, or deny the architectural and site plan application.
B. The City Council shall review the proposed architectural and site plan application once the Planning Commission has forwarded a recommendation. The final decision by the City Council shall expire within one (1) year of the final decision.
C. If an entire project is not to be built simultaneously, a phasing plan must be approved at the time of final approval, and construction commenced within one (1) year of the approved phasing dates.
D. One (1) extension of up to twelve (12) months may be approved by the City Council.
