For purposes of this Code, the Planning Commission shall be the reviewing body for preliminary plat applications. The Development Review Committee shall be the reviewing body for small subdivisions, large final plat applications, and non-residential subdivisions. After approvals for subdivisions, the staff shall manage guarantees and unpaid fees (if any), prior to recording the subdivision.
