The planning commission shall review the proposed General Plan amendment. The recommendation of the planning commission for or against the proposed amendment shall include the following:
(1) The reasons for the recommendation; (2) A statement of the consistency of the proposal to the other parts of the adopted General Plan; (3) A statement of findings regarding any environmental impacts.
