The purpose of this chapter is to increase safety and lessen congestion on public and private streets, by providing adequate off-street parking as well as accomplish the following:
(1) To integrate parking areas with other uses; (2) Set standards for off-street parking; (3) Reduce the on-street storage of vehicles; (4) Enhance traffic circulation onto public streets from parking lots; and (5) Require parking lots to be as attractive as possible.
