Elmo zoning code

02.0905 Review and Approvals

Unofficial copy. It may be out of date. Not legal or zoning advice. Zoning rules change, and only the city or county can say for sure what is allowed on a property. Confirm with the city or county planning department before you buy, sign or build. The official Elmo code is at https://emery.utah.gov/wp-content/uploads/2024/01/ZONING-ORDINANCES.pdf. Text pulled 2026-10-19 from this source. This is the town's 1975 typed zoning ordinance, the only one posted online (on Emery County's site). It may be outdated; confirm the current rules with the town. Tables (like use tables) may not copy cleanly, so check any table against the official code. Confirm anything here with Elmo planning before you rely on it.
The Planning Commission shall review the plan and proposed documents to determine compliance with all portions of the city’s master plan. In considering said plan, the Planning Commission, among other things, shall make sure that such developments shall constitute a residential environment of sustained desirability and stability and that it will not adversely affect amenities in the surrounding areas. The Planning Commission may require changes to be made in the plan. They may also require additional yards or buffers or other improvements to be installed along with greater amounts of landscaping or parking spaces. Said changes may be imposed as conditions of approval where it is determined by the Planning Commission that such changes are necessary to insure that the development will mix harmoniously with adjoining or nearby uses. As application for approval of a mobile home park shall be granted or denied only after a public hearing shall be given at least five (5) days prior to said hearing. If approved by the Planning Commission, the application, with the Planning Commissions’ recommendations shall be submitted to the city council. Said appeal must be made, in writing, within ten (10) days after the denial is made by the Planning Commission. Approval of the preliminary plan shall be valid for a period of (1) year.
