The Impact Fees shall be used solely to:
A. Pay for the described Public Facilities to be constructed by the City; B. For reimbursing the City for new development’s Proportional Share of those Capital Facilities already
constructed by the City; or C. To reimburse developers who have constructed Public Facilities where those Public Facilities were
