All utility distribution facilities, including electrical service and television antenna services within a mobile home park or mobile home subdivision shall be placed underground. Transformers, terminal boxes, meter cabinets, pedestals and other necessary appurtenances to the underground facilities may be placed above ground. All mobile home sites and lots, whether within a mobile home park or mobile home subdivision, must be served with water and electricity and provide for adequate sewage disposal.
