The construction of any building or structure as provided or as restricted in this title shall not be commenced or continued without the inclusion of curbs, gutters, and sidewalks if there is none existing upon any property which is adjacent to any Utah state highway and that the construction of the curb, gutter and sidewalk shall be in accordance with the standards and specifications of the City of Enterprise Municipal Code and the Utah Department of Transportation.
