Any building or structure which may be set up, erected, constructed, moved or maintained contrary to the provisions of this title, and any use of land or building or premises established, conducted or maintained contrary to the provisions of this title are declared to be unlawful and opposed to the general welfare of the community and shall therefore be considered a public nuisance.
