1. When the Planning Commission or the Director of the Department of Engineering deems it necessary, any application for a conditional use permit, building permit, subdivision, or planned unit development approval, shall be accompanied by a geologic and soils survey, and/or hydrological report for the land, lot or parcel for which application approval is sought. The report shall be prepared at applicant's expense by a geologist or soils engineer and shall show the suitability of soils on the property to accommodate the proposed construction, and any discernible flood or earthquake hazards.
2. Whenever a geologic and soils survey and/or hydrological report indicates a parcel to be subject to unusual potential or actual hazards, the applicant shall meet the special conditions required by the Planning Commission or Director of the Department of Engineering, to reduce or eliminate such hazard, or if such conditions cannot be met, or will not be met, the application shall be denied.
