Two (2) members of the Appeal Authority shall constitute a quorum. An
alternate member may be counted as part of the membership for a quorum. A majority of the voting members present at a meeting at which a quorum is present shall be required for any action. No less than two (2) votes are required for passage of any action.
Decisions of the Appeal Authority become effective at the meeting in which the decision is made, unless a different time is designated by the Board at the time decision is made.
