The powers and duties of the Appeal Authority shall be to hear appeals of an applicant or any other person or entity adversely affected by a decision for the following:
A. Policy Plan; B. Administrative Decisions; C. Conditional Use Permits; D. Annexation Applications; E. Plat Amendments and Vacated
