The Planning Commission shall have the authority and duty to interpret the provisions of this

chapter. In interpreting and applying the provisions, the sign requirements contained in this chapter are declared to be the maximum allowable for the purpose set forth. Notwithstanding anything to the contrary in this Chapter, the Planning Commission and City staff shall interpret and apply the provisions in this Chapter in a content-neutral manner, avoiding, to the extent possible, content or viewpoint-based discrimination, except as it relates to federal and state constitutionally based obscenity standards.
