No excavation, grading, or other improvement related to the development of the subdivision shall take place on any land within the proposed subdivision until:
1.
The final subdivision plat or record of survey has been approved by the
Town;
2.
The subdivision plat has been filed or recorded at the office of the County
Recorder;
3.
Applicable deeds have been recorded at the office of the County Recorder;
and
4.
All applicable fees have been paid.
