At the time the petition is filed requesting change with respect to zoning or building or uses of land as contemplated by this part, there shall be paid to the treasurer a filing fee and publication fee as established by resolution of the city council and published by the city in a fee schedule. There shall be no action taken on the petition or any publications made until these fees are paid. These fees are not refundable. (Ord. 99-02-18-01 § 2)
