All height exceptions (subject to conditional use permit) shall in no way inhibit or obstruct a scenic vista of surrounding neighbors. All conditional use applications made to the New Harmony Town Land Use Commission shall include the notification and signatures of potentially affected neighbors within three hundred (300) feet.
