Prior to approving any agritourism use, the Land Use Authority shall determine that the subject property qualifies as an Agritourism-Eligible Active Agricultural Operation. Such determination shall be based upon the totality of the circumstances and shall not rely upon any single metric, including revenue threshold or isolated feature. In making this determination, the Land Use Authority shall evaluate whether the property demonstrates sufficient evidence of active agricultural stewardship and meaningful operator involvement to establish that agriculture remains a defining use of the land. The Land Use Authority may consult with the City’s Agriculture Committee in its determination of these factors.
