“Household pets” means animals or fowl ordinarily permitted in the house, and kept for company or pleasure, such as dogs, cats and canaries, but not including a sufficient number of dogs to constitute a “kennel” as defined in this chapter. (Ord. 87-17.03 (part), 1987: prior
