The minimum setback requirement of any yard for any building which abuts 600 West, 1000 West or that part of 1100 West below Pleasant View Dr. shall be 40 feet. The City Council may waive this special setback requirement in those circumstances where a new project is dedicating and constructing the right of way as shown in the General Plan.
