It is unlawful for any person to construct, enlarge, alter, improve or convert any mobile home park or to improve any lands for use as a mobile home park, or to cause the same to be done, unless such person holds a valid and existing permit approved by the planning commission and the city council and issued by the building inspector for the performance of such work.
