A rezoning petition for a planned manufacturing zone shall be submitted to the planning commission and shall be accompanied by a preliminary development plan showing a unified and organized arrangement of building and structures and their proposed uses, offstreet parking, internal and external traffic circulation and service facilities, and schematic architectural drawings, landscaping plans and sketches demonstrating the design and character of the proposed development.
