A building, structure, or part thereof which does not conform to the regulations for the district in which it is situated, but for which a building permit was issued and construction started prior to the enactment of this title (or a substantially similar preceding provision), may be completed in accordance with such plans, provided work is prosecuted continuously and without delay. Such building shall be deemed to be nonconforming and shall be subject to the regulations set forth herein. (Ord. 95-16, 12/12/95: prior code Ord. 8717.03 (part), 1987 and §34-18-3)
