All utilities, privately or publicly owned, shall be placed underground. This will include, but not be limited to telephone, gas, electric power, water, sewer, etc. These underground utilities shall be installed after cutting the road to rough grade and before the surfacing of the streets and installation of road base, curb and gutter, sidewalks, etc., except as otherwise approved by the city in writing.
