It is the intent of the Salem City Council to divide the city into zoning districts
as set forth in this title, to provide general zoning guidelines to promote the health, safety, morals and general welfare of the inhabitants of the city and to facilitate the orderly growth and development of the city. It is the intent of the Salem City Council that the provisions of this title be interpreted and construed so as to further the objectives and purposes of this Ordinance.
