Any matter referred by the City Council to the Planning and Zoning
Commission shall be reviewed and studied and a recommendation returned to the City Council within 30 days. In the event the Planning and Zoning Commission fails to make a recommendation within 30 days, the City Council may proceed without a recommendation.
