1. Conformity with approved plans. Any building permit issued shall expressly require that development be undertaken and completed in conformity with the plans as approved by the Land Use Authority.
2. Application compliance. A building permit shall not be issued for any building, structure, or alteration until all infrastructure improvements, as defined in Utah Code § 10-20-102, and landscaping improvements have been completed and bonded for in accordance with Section 19.12.02 and 19.12.05.
