The City Council as the Appeal Authority shall:
1.
hear and decide appeals applying to the land use ordinance
2.
hear and decide special exceptions to the terms of the land use ordinance; and
3.
hear and decide variances from the terms of the land use ordinance
4.
hear and decide appeals from the Planning Commission regarding the existence, expansion, or
modification of nonconforming uses.
