1.
The Mayor, with the consent of the City Council, may appoint a hearing officer to decide routine
and uncontested matters that are being appealed. The City Council shall:
a)
designate which matters may be decided by the hearing officer; and
b)
establish guidelines for the hearing officer to comply with in making decisions.
2.
Any person affected by a decision of the hearing officer may appeal the decision to the City
Council as provided in this part.
