31-3 PLANNED COMMUNITY ZONE (P-C): Land use districts

Unofficial copy. It may be out of date. Not legal or zoning advice. Zoning rules change, and only the city or county can say for sure what is allowed on a property. Confirm with the city or county planning department before you buy, sign or build. The official Erda code is at https://erda.gov/city-codes-and-maps/. Text pulled 2026-10-19 from this source. Tables (like use tables) may not copy cleanly, so check any table against the official code. Confirm anything here with Erda planning before you rely on it.
Each P-C Zone shall establish land uses and development patterns, densities, and standards unique to the rural community. Upon approval, through the process set forth in this chapter, the established land uses and development patterns and densities shall be established pursuant to the P-C Zone Plan, a development agreement, and one or more amendments to the master development agreement. The P-C Zone may consist of a combination of the following land use districts that shall be identified in the master development agreement, with the emphasis guidelines of keeping as rural as possible with planned growth as provided in this chapter. Planning Staff will ensure that an appropriate mixture of land use districts is provided in the proposed Planned Community prior to allowing the application to proceed through the approval process. Specific land uses proposed in the P-C Zone may only be established in conformance with the provisions of this chapter. 1. Neighborhood: This category is designed for comparatively low-density residential use, semi-public, and allowed recreation/open space uses. It may accommodate gross residential densities between one (1) and six (6) units per acre, and at least 20% of the project area shall have Neighborhoods A and B. * Neighborhood A shall account for a minimum of 50% of the neighborhood district and shall have lots no smaller than ½ acre with a gross density not to exceed 1 unit per acre. * Neighborhood B shall account for a maximum of 50% of the neighborhood district. It shall have lots no smaller than 6,000 sq. ft. and a maximum density not exceeding six units per acre. 2. Village: This category is designed for medium-density mixed-use development that includes residential (single and multi-family), office, neighborhood commercial, public/semipublic, and recreation/open space uses without a predetermined emphasis on any single use. This category may accommodate gross residential densities not to exceed 12 units per acre. Gross residential density may be increased based on the percentage of property within the Village area dedicated to Neighborhood Commercial as identified in the master development agreement. ( As to the required percentages defined in section 31-12 (A) of this chapter). The area designated as a village shall not exceed 15% of the project area. 3. Town Center: This category is designed for high-density mixed-use development that emphasizes office, commercial, and recreational uses but also includes residential (single and multi-family), public/semi-public, and open space uses. The town center's gross residential density may not exceed 20 units per acre. However, gross density may be increased based on the percentage of property within the Town Center area dedicated to commercial uses, as identified in the master development agreement. The area designated as the town center shall not exceed 10% of the project area. 4. Business, Research, Technology or Educational Campus: This category is designed to accommodate a campus dedicated to a mixture of business uses, office, commercial, industrial, technological, recreational, and public/semi-public uses; or to an educational institution, including classrooms, laboratories, offices, housing, educational facilities of all types and other related uses. The area designated as business, research, technology, or educational shall not exceed 15% of the project area. 5. Open Space: Landscaped area, natural area, or farmland that is established to provide and preserve outdoor recreational, agricultural, or other similar uses. In addition to the open space district, open space areas may also be provided within the different land use districts, including open space and common areas, as defined in sections 31-12 (A) of this chapter. The open space area shall be a minimum of 25% of the project area, with a minimum of 10% of the open space area being productive, usable public space, i.e., parks, sports fields, etc. In addition an interconnected asphalt trail system shall be provided throughout the project area.
