No project, construction, landscaping or development of any kind shall intrude upon, impede, or effect in any way the canal or its right of way without first obtaining written approval from the canal company or companies. Said written authority to proceed must thereafter be presented to Garden City Planning and Zoning Commission for its review and approval prior to obtaining any other permits or approvals to proceed with construction or prior to any plats or other documents being recorded in the County Recorder’s Office.
