All ordinances and parts of ordinances of Garden City in force at the time that this ordinance shall take effect and which are inconsistent herewith are hereby repealed insofar as the
same shall affect this ordinance, provided however, that this ordinance shall be deemed a continuation of previous ordinances together with their amendments and not a new enactment, in all matters relating to questions of conforming or nonconforming uses, buildings, and structures and to questions as to the dates upon which such uses, buildings and structures become conforming or nonconforming.
