Prior to acceptance by the Council of any improvements installed by the subdivider, two sets of "as-built" plans and specifications certified by the subdivider’s engineer shall be filed with the Town engineer. Within ten (10) days after completion of improvements and submission of "as-built" drawings, the Town engineer shall certify the completion of the improvements and the acceptance thereof, and shall submit a copy of said certification to the Clerk and the subdivider. Thereafter, the Town Clerk shall release the performance bond upon application by the subdivider.
