The purpose of the hillside overlay zone is to establish standards for the development and excavation of hillside slope areas located in the city; to maintain soil and slope stabilities; to minimize erosion and other adverse effects of grading, cut and fill operations; to preserve the character of the city's hillsides; and to otherwise supplement and amplify the city subdivision and zoning ordinances.
