Enforcement of this section shall prioritize documented impact resolution, objective compliance review, and reasonable opportunity to cure deficiencies.
Enforcement actions shall be based upon measurable impacts, material deviation from approved use, or clear failure to maintain agritourism eligibility, and shall not be based solely upon subjective disagreement with the style, profitability, or internal business evolution of an otherwise qualifying agricultural operation.
