Except within existing approved and recorded subdivisions outside of the Pole Patch Area, the planning commission shall require that a site plan be submitted for a proposed development or for proposed construction in a sensitive area and it may require that such a site plan be reviewed by a representative of any or all of the following: Utah Geological Survey, U.S. Soil Conservation Service, U.S. Forest Service, Utah Division of Wildlife Resources and any or all departments of the city administration or any other professional expertise or group as may be deemed necessary. The intent in providing for such a review procedure it to assist the planning commission in properly evaluating developments and recommending approval of construction in sensitive areas to assure the least detrimental affect on the land and to attempt to identify and preclude potential terrain hazards to present and future residents of the city.
