The Mixed Use Zone may be applied only through the legislative zoning process where the City Council determines that the proposed development is consistent with the Salem City General Plan and appropriate for a master planned mixed use development.
The Mixed Use Zone is intended for developments of sufficient size to support meaningful commercial development, coordinated infrastructure, public amenities, and integrated residential neighborhoods.
The Mixed-Use Zone shall not be applied to isolated residential developments or projects where meaningful commercial development cannot reasonably be achieved.
