Residential facilities for the elderly are not to be treatment centers for drug abuse, alcoholism, social disorders, or other addictions. No individual shall reside in a residential facility for the elderly who is violent or who constitutes a direct threat to the health or safety or other individuals, including other residents or staff of the facility, or whose residency would result in substantial physical damage to the property of others, including other residents of the facility.
