With the consent of the Kanab City Council, the Kanab City Planning Commission may adopt such rules and procedures as it may deem necessary for the proper conduct of its business. The Kanab City Planning Commission shall keep a record of its proceedings. Such record shall be open to inspection by the public at all reasonable times. In the event of a tie vote on any motion before the commission, the motion fails, and the Chairperson may ask for another motion. If no other motion is made or if the second also ends in a tie vote, the application is denied, and the applicant shall have the right to appeal as provided by law.
