11.020 Concept Plan Approval Process

The approval process for a concept plan varies depending upon the type of project, as outlined below: A. PRDs, PUDs, Planned Communities, TODs, and other processes requiring a Concept Plan. Following review of a concept plan by the Reviewing Departments, the Planning Commission may recommend approval, approval with conditions, or denial of the concept plan. The City Council, following review of the concept plan and the Planning Commission’s recommendations may approve, amend and approve, approve with conditions, remand the application back to the Planning Commission for further discussion, or deny approval of the concept plan. A public hearing at the Planning Commission meeting is required for all concepts in this Section. B. Site Plans, Subdivisions without PRD or PUD overlay, and other processes that do not require a Concept Plan. The approval process for this type of concept plan follows the same approval process outlined for subsequent project approvals. The Reviewing Departments, Planning Commission, or City Council may advise the applicant of specific changes or additions, if any, they will require as a prerequisite to subsequent project approvals. A public hearing at the Planning Commission meeting is required for concepts that include any exceptions to Code requirements, or when a public hearing is part of the process for subsequent project approvals.
